When did you last take casual leave for an urgent work? Almost every employee opts for this facility to get his emergency work done. Casual leave refers to the leave offered to the government employees to visit unforeseen task and necessities. Casual leave is not a verified form of leave and it does not come into the perimeter of the rules made by the government of India. An employee on casual leave is not treated as absent from the duty and his pay cannot be discontinued. Presently, 8 casual leaves have been granted to government employees in a calendar year. For industrial workers and defense officers, the casual leave number goes up to 10 days and 20 days respectively. For uniformity in entitlement of casual leave, some instructions have been placed which are followed by almost all departments of Central Government. Here are the casual leave rules and instructions to follow for the government employees.

  1. Casual leave can be combined with special Casual leave or vacation leave, but it can not be combined with other kinds of leave enjoyed by the government employees.
  2. Casual leave also cannot be combined with joining time.
  3. Sundays weekly off and holidays fall under the casual leave period do not count as part of casual leave.
  4. If casual leave has been taken during a tour, the daily allowance will not be applicable for the period. LTC is admissible during the Casual leave.
  5. Casual leave can also be taken for half a day.
  6. Casual leave is primarily designed for a short period. It can not be granted more than five days at one time.

  7. At the end of the year (31 December), casual leave gets lapsed, it cannot be carried forward for future.
  8. Those who are entitled to 17 fixed holidays in a calendar year, they can hold 8 days casual leave in a calendar year. For employees with physical disability, extra 4 days can be granted as special casual leave.
  9. Those who are entitled to 14 fixed holidays in a calendar year, they can hold 10 days casual leave in a calendar year.
  10. An employee joining and appointed on the duty during the middle of the year may avail the casual leave to the full extent at the consideration of the competent authority.

Half Day Casual Leave

An individual who has got an urgent work of a few hours, but do not want a leave of full day, he can avail a half day casual leave from his duty. The dividing line of Half day casual leave is the lunch break. He can take casual leave for half a day before lunch and after lunch time.

Late Attendance

If a central government employee attends the office late in a day, then a half day leave is charged from his casual leave account.  Though, late attendance of one hour for not more than two times in a month can be excused by the competent authority, if a valid reason is given.

Combining CL with EL

For an employee who does not have any half day, casual leave left in his credit if he applies for half day casual leave in the afternoon But he has to attend the office next morning because casual leave cannot be combined with earning leave. However, if he fails to attend the office next morning due to sickness or other compelling ground, casual leave permitted to combine with earning leave as an exception.

Special Casual Leave Rules and Recommendations

Special Casual leave has been granted to central government employees to satisfy their absence from many events. Also, it can be used for the activities including sports events, cultural activities, mountaineering, family planning, natural calamities, during the election and Re-employed Ex-Servicemen. During the special casual leave, full pay is granted to the employees.

Seventh Pay Commision Recommendations for Special Casual Leave

Commision can check the special casual leave statistics of an employee who is away from the duty. Some recommendations and suggestions have been made to grant special casual leave uniformly. Here are the recommendations which a government employee should follow.

  1. Review the purpose for which special casual leave is granted.
  2. Limits the number of purposes for which an employee is applying for special casual leave in a year.
  3. Limits the total number of days, for which an employee can be granted SCL in a year.
